Enable a viable small business model for small scale Solar PV installations by ensuring reasonable ROI

Enable a reasonable rate of return for small investors willing and wanting to invest in grid tied PV arrays that sell back to the utilities. Today, a utility in California pays only 3c per Kwatthr as a credit, up to a Megawatt (~$3m CapEx) of install power. Utilities require minimum installations of MWatts before engaging with them. This prevents people investing in 10~200Kwatt arrays. Such small arrays have opportunities all over. If a minimum of say 10c/Kwatt hour was made mandatory, as payemtn to the generator, large numbers of small arrays would be built and utility companies would make money on distribution. Large number of distributed power sources makes cost effective sense in view of grid balancing and load leveling - especially on hot days. Boost in jobs and Reduction in CO2.
