Create a nationwide wireless network, available to any and all citizens. By doing so, citizens will have unfettered access to the internet, regardless of their location or income. With the internet rapidly becoming the norm for paying bills, commerce, and education, it is critical for all citizens, both rural and urban, to have online access.
