President issue an Executive Order suspending pay and benefits to members of Congress until it enacts responsible fiscal legislation. Congress has lost touch with the American people who are the real victims of its fiscal arguments. If Congress were made to live without income, they find a fair resolution in a rapid manner. Furthermore this EO and subsequent legislation impose measures that protect pay and benefits of federal employees and service members from loss of pay and benefits in the event of Government shutdown. To prevent Congress from just pushing this issue off, the President shall invoke the American Citizens Fiscal Protection Order when Congress has not reached agreement on the budget within 10 days of any budget deadline.
