Being that in most states it is illegal for a minor under the age of 18 to leave home, enlist in the military, drink alcoholic beverages, consent to sexual activity, buy cigarettes or tobacco, join a police force, vote, be on a jury, or be questioned by police, among many other things, and being that it is also universally accepted by the medical profession that a child's brain has not fully developed under the age of 18, and they are therefore considered incapable of making adult decisions, it shall be illegal for any person under the age of 18 to handle, fire, or be in possession of any firearm. It shall also be a felony for any adult to cause any child to handle, fire, or be in possession of any firearm, either actively or passively.
