Enact congressional education procedures before Congress votes on firearm legislation.

All members of the House and Senate must take A.) firearms safety courses, B.) actually handle and operate any personal firearms before enacting legislation about that particular firearm to better understand what they are voting on, C) hear testimony from credible witnesses in regards to said firearms rather than relying on hearsay or "sources" such as television programs and movies. It is the hope that if enacted this reform will allow all members of Congress, no matter their view of firearms rights, to make a more informed decision on the issue.
