Enact a Constitutional Amendment banning non-germane riders on all congressional bills.

This is already law in states like Virginia, that would prevent unrelated and generally pork-barrel legislation to be attached to Bills. This would prevent a wholly good piece of legislation from being rejected simply because a rider has some nonsensical clause or is politically inflammatory. This would also reduce the amount of pork in all legislation as it would have to be directly related to the matter at hand. This keeps the politics of voting a simple yes or no for a bill, and allows for more transparency.
