An emergency executive order needs to be enacted to stop the government and its agencies from dumping all of the fresh milk that it is going to be forced to buy when the farm bill that is stuck in the house fails to pass. The price of milk will skyrocket to between $6 and $8 per gallon (consumer price) and the government is going to be forced under the Permanent Agricultural Act of 1949 to purchase milk. Since the government won't be able to handle the volume they will have to dump it while consumers will be forced to pay the skyrocketed prices.
