To enact an emergency measure to require all report their weapons and who has access to their weapons in the household.

Too many times we're seeing people go and shoot up places, and we do not have ready access to information, such as where a weapon comes from or who has access to such weapons.

This will speed the investigations, as well as tentatively narrow down how access to said weapons happened. It's not perfect, but it's a start.
