Enact Fed code rendering the capture and/or keeping of marine mammals primarily to provide entertainment illegal in U.S.

The petition asks and proposes to the legislature, to reform if not re-write entirely, the outdated Marine Mammal Protection Act. The petition posits that the MMPA is no longer applicable to current American society. Further, that language within the code objectively sanctions the practice of facilities such as Sea World, to maintain and exploit marine mammals-Killer Whales and Dolphins in particular-for the primary purpose of providing entertainment, and that the intricate and complex level of intelligence, emotional capacity, and social awareness inherent in specific marine mammals, presumptively renders those mammals unsuitable for captivity and the overall facilitation of their captivity particularly repugnant . A civilized nation recognizes all fundamental rights of existence.
