Enact a Federal Law mandating control of mobile devices while driving, via software control.

The USA should enact a law requiring cell phones to be disabled while in motion, thus eliminating deaths due to distracted driving. In 2011, 3,331 people were killed and 387,000 people were injured in crashes involving distracted drivers.

Precedence for this law exists in safety statutes currently in force for automobiles; seat belts, child seats, turn signals, bumpers, etc.

Current State laws forbidding use of electronic devices while driving are not easily enforced.

Remove FCC protection of cell providers. Amend Communications Act of 1934, section 301, to exclude wireless providers from claiming privilege against interference by insisting that the Act includes them because they are "radio stations",

Then enact a law requiring all mobile devices to become inoperative while moving.
