Enact federal legislation to curb cop-on-civilian violence

The framers of our Constitution envisioned a system of limits power derived from checks and balances. However, all too frequently, our law enforcement has carte blanche power to murder our citizens in the streets. Therefore, I propose federal legislation of three parts to try and slow the murder rate of citizens by law enforcement.

1.) Federally mandated body cameras for all law enforcement personnel with a daily fine to be levied against the officer in the event the footage is unusable.

2.) create a federal grand jury that deals only with cop on citizen crimes.

3.) appropriate $7M (the same amount spent on investigating Bengazi) to study ways to improve policing tactics to limit murder by cop.
