Enact Federal legislation requiring gun owners to maintain Public Liability and Property Damage Insurance.

Due to the potentially lethal and damaging results of using firearms in an irresponsible or criminal manner, and the very real possibility that those firearms may be stolen or used without permission by others, the owners of those weapons should be required to obtain and maintain Public Liability and Property Damage Insurance for each registered weapon in the household. Furthermore, insurance rates for each weapon must be commensurate with the normal magazine capacity for that weapon, and the weapon's realistic or potential rate of fire. Yearly or Bi-Yearly competency tests must also be conducted prior to re-issuance of any firearms license or permit.
