I propose that federal and state officials provide stricter enforcement of existing laws and mandate either federal or state firearm safety courses as a prerequisite to obtaining a firearm ownership licenses. And further mandate that the owners carry an insurance policy or minimum collateral be present for the purchase or transfer of any firearm between entities.
