Enact the Fiscally Responsible Government Act

The Fiscally Responsible Government Act would be an alteration of existing policy that allows the US Government to borrow money (e.g. see US Deficit).

In an effort to allow lawmakers and the public to see the TOTAL COST of all proposed legislation, the alteration would require that any time any proposed legislation had the potential to cost money, that legislation MUST also include FISCAL CHANGES that would account for how the legislation would be paid for (e.g. What programs will be cut from the existing budget OR what new taxes will be added) as well as estimations for implementation and recurring costs associated with the legislation.

Finally, a recurring scheduled review should continually evaluate the effectiveness and cost of the legislation to remain as active laws.
