Essentially, this policy would:
--Put Bills starting from the current Congress that have been left unresolved for three weeks or more in the Senate or House on referendum for a Special Election, allowing the nation to vote on them instead.
--If 54% of the Nation votes 'Pass' on the Bill during the Election, the Bill will pass through to the office of the President for review and either Signing or a Veto. 51% is roughly a fair portion, representing at least half of the United States' eligible voters while leaving room for a possible 1~3% error.
--If Bills sit too long in Congress, or have a low public opinion, the option that the Public has to remove sitting officials for improper representation should be made more accessible; many people do not realize they can even do this.
