To enact gun control that would still allow citizens the right to bear arms.

All firearm owners would be required to follow these new laws.
1.Gun owners must purchase liability insurance to legally own guns.
2.Gun owners are responsible for the gun they purchase, for as long as they own the gun. (this includes guns stolen from legal owners, unless under direct threat of violence. Or if the gun owner made a strenuous effort to keep gun secured.)
3.A new tax on all gun purchases that would go to mental health services and research.
4.All semi-automatic weapons are banned.
5.No gun will be allowed that holds more than a ten round clip. Except for Military or Police work.
