The second amendment is inherent to our way of life and should not be repealed. Most gun owners are responsible, law abiding citizens. The proposed legislation will be to levy gun usage fees on all registered gun owners, based on the number of guns owned. The revenue generated from these fees will be used to provide saftey education on gun usage and will be used to fund an armed security force which will be deployed in schools, malls and other venues which are potential targets for armed mentally disturbed persons.
