Controlling access to guns, high capacity magazines and bullets will have little or no impact on gun violence no matter how effective the screening process. Raising the cost of gunpowder to reflect the social costs associated with gun violence would seem to be the most effective way to compensate victims, improve trauma first aid education, diagnose and treat the seriously mentally ill, and deal with other effects of mass casualties due to active shooters in public places. All while preserving the 2nd amendment rights of citizens.
