Enact a law that all members of congress have the piece of legislation in time to read and review it before voting on it

This is an issue that is important to good law making as if you can vote on an incomplete peice of legislation you may be voting on things that are unconstitutional or against what you want for your constituents. This continues to be an issue, just watch C-span, you'll see
