Enact a law that allows the American public to replace ALL members of Congress in the event of a Government Shutdown

In 1975, Australia's government shut down. During that event, the entire parliament was replaced due to a failure to perform their jobs. As our civil servant employees, we demand that the Obama Administration enact a law that allows the American Public to hold an emergency voting session to replace our congressional representatives in the event of a future government shutdown. It is not enough to merely wait for the next scheduled election, as our representatives' incompetence could lead to further damage to the U.S. economy. In the Private Sector, failure to perform your job duties will result in employment termination. We demand that the same standard be given to congress.
