Enact a law to create a National Initiative Petition that enables United States citizens to create laws without Congress

In Massachusetts we can by the process called an Initiative Petition put on the ballot a law that the people can vote for or against in a general election. If passed, the legislature may still override this law but if they do, they do so with great public scrutiny. In this manner, when the legislature fails to act, the people have the power to do so.
This law would create a similar process at the national level.
