Enact a law to ensure that registered organ donors are guaranteed higher priority when in need of transplant.

While many people may object on ethical grounds to cadaver organ donation, the practice saves tens of thousands of lives each year. I propose that position on the cadaver organ waiting list be tied to organ donation registry to ensure that the maximum number of people register while not interfering with peoples right to not participate in such activity. This need not change any procedure for the living donation waiting list as there are few if any moral implications to this.
This could be enact on a five year delay to allow for the public to be educated on the benefits of registry. A grandfathering system can be in place so that no individual who is currently on the waiting list or anyone added to the list in the next five years would not have their positions compromised.
