Every constitutional right comes with a corresponding responsibility. The right to bear a firearm needs to be balanced with the responsibility of safeguarding it and ensuring that the firearm does not fall into the hands of a disturbed individual.
Every militia trains it's members to use firearms safely, store them securely and holds them responsible for their loss.
I would like to propose that if a stolen or misappropriated weapon is used for homicide, the owner of the weapon be held accountable and bear a portion of the culpability for the crime.
There are precedents for similar legislation in dog ownership and restricting access to alcohol for minors where accountability can be legally enforced.
Let us ensure the "Responsible" in "Responsible Gun Ownership"
