The president, vice president, the president's cabinet, all members of the house of representatives and senate shall be paid the estimated median American income as an incentive to improve prosperity in the country they govern.
If no budget is passed, they shall not be paid.
Members of above shall be refuse all donations and promises of future employment if used as quid pro quo, i.e. as a bribe.
As we have seen, the house and senate have been in gridlock for years now. Performance incentives that serve the people need to be created to remove this gridlock.
