enact a law protecting children from parents and caregivers that use and abuse drugs.

Children need protection from parents and guardian that use and abuse drugs! Kids are abused and neglected everyday because their caregivers are abusing drugs and Child Protective Services and other like organizations do little or nothing about it. It's time for the federal government to step up and make it a crime for parents and guardian to use/abuse drugs around children and to set forth clear and uniform regulations and guidelines for these organizations to go by. There also needs to be consequences if these organizations allow parent/caregivers to continue caring for children when they fail a drug screen. It's never okay for a parent to put a substance before their children!
