Enact a law that requires Congress complete their budgetary duties one month prior to the deadline.

The failure of congress to perform it's budgetary duties on time caused 800,000 people to be furloughed, almost caused an economic crisis, and a directly caused greater loss of trust in our congress. There should be a law enacted which will require congress to complete this task one month prior to any such deadline that would cause us to close the government, partially, fully, or put us at risk of defaulting on government loans. In the case where they do not complete their duty one month prior, an automatic decision making process must be engaged to fulfil any budgetary needs to prevent any such crisis in the future. The behaviour of congress this past year has been inexcusable, and we must prevent them from holding the USA 'hostage' ever again.
