Enact a law that stipulates in the case of a government shutdown, all elected officials are subject to a recall election

This latest shutdown was a failure of the system and a black mark on our country. At the end of the day, the members of Congress did not feel the effects, but rather people that were furloughed or otherwise effected by government services being delayed or closed. By adding the threat of an immediate recall election of ALL elected officials, hopefully the country can not again be held hostage by a few offenders who are at ease with using such extreme tactics. Nothing changed after this recent shutdown, no concessions by either side was made. What is stopping this from happening again at the next deadline?
