Control gun ownership, at the expense of no reasonable person, levy either a responsibility act of some sort, argue any person who owns a gun has the power to kill at least 6 other human beings for each magazine unloaded on their fellow human beings, thus they must be required to undergo a yearly psychiatric exam, during which they will provide a police report for any incident they have been involved in, subsequent to their last visit, OR be required to carry insurance based upon all the human beings affected negatively by guns the year previous, with an additional pool surcharge of a million dollars per every human being shot the previous year, any person who does not comply with these regulations shall have committed a felony punishable by up to 25 years in prison.
