enact a law that would allow a raise for congress only when the US has a profit

When a person does a good job, they get a raise. Congress continues to vote themselves a raise even when the country is floundering in debt. Congress hasn't done a good job for the country and should not be allowed to vote themselves a raise. Congressional raises should be voted on by the people of this country.
