Just as a car is easily traceable back to its owner, there should be a way to trace ammo back to a specific point of sale, and then to the individual buyer. Every gun license should include a picture that would be recorded at every point of sale, which goes into a database of photo id's for every person who has bought ammo. The ammunition itself will be alloy-coded for region and even smaller areas. For instance, ammo made in the South would have a .02% marker of copper, and Georgia itself would have .03% zinc, let's say, and .01 tungsten identifies the Atlanta area. If all future ammo can be traced back to the point of sale, identifying and capturing perpetrators would be easier. The ammo makers can keep their main composition, but would be required by law to include an alloy profile.
