Enact legislation that allows families that don't own a home to save pre-tax dollars towards the purchase of a home

We request the administration to put forward legislation that allows families or individuals that don't own a home to be able to contribute pre tax dollars on a fund such as a 401k or IRA that can then be withdrawn to be used towards the downpayment or purchase of a home.
Current legislation allows homeowners to benefit from tax incentives by owning a home but the path to home ownership has gotten tougher due to the recent financial crisis and having a pre tax contribution to such a goal would greatly benefit the lower and middle class families of the United States that don't own a home.
