1. Make taxes on guns prohibitively high, making it very hard for the general populace to own conventional firearms. All new gun owners will have to pay a "firearm tax". All existing gun owners will also have to register and start paying the tax. The alternative for existing gun owners will be to exchange there weapons in a newly introduced government gun exchange portal with "new gen" guns - refer 2. All but Law Enf. and the Army will possess conventional firearms.
2. Go after the gun industry to introduce new technology to produce guns that do not kill but disable. Huge overhaul project for the industry a path to the future of safe self defense.
3. Create gun renting centers for recreational hunting, making it easy for hunters etc. who do not want to pay the high firearm tax.
