To make congressional representation reflect their public servant status, salaries for elected senators and representatives must reflect the average income for the represented district. This will provide incentive for elected officials to improve conditions for their constituents (since their income will for once be performance-based). Income for representatives and senators with spouses serving in Congress can reflect average income for multi-income households in the represented district. Housing allowances and per diem expenses must reflect averages in the represented district. Health insurance expenses, PTO allowances, and sick time must also reflect district averages. Any salary adjustments will be based on average annual income changes for the district.
