The American people who work hard for their money, whether in the public sector or as a civil servant. We do not get to tell the boss that the workers have come to a vote and decided we will be getting a pay raise this year. Yet, Congress does this all the time. The government is of the people, for the people, by the people. Congress works for the American citizen and therefore it should be the citizen voter who approves or denies the request for a pay raise. The Twenty-Seventh Amendment states:
"No law varying the compensation for the services of the Senators and Representatives shall take effect, until an election of Representatives shall have intervened."
It would seem feasible that this petition would only augment the amendment by putting the vote for pay raises on the ballot.
