It appears that dispensing justice for the illegal acts of public officials: i.e., elected officials, appointed public servants, police officers, etc., is problematic. For example, but not exclusive to, the murder of young black men, at the hands of police officers. This inability points to systemic problems in many local and state jurisdictions, as well as, law enforcement on the federal level.

Allowing prosecution of wrong doings in the ICC will provide an impartial means for justice to served. Attitudes can not be legislated, but illegal acts should be prosecuted to the full extent of the law.
