Enact legislation that would require all men and women between the ages of 18 to 28 to serve 4 years of public or 3 years of military service. The government would in turn open a account for each individual with a set amount of money that would be deposited into the account. The amount deposited would depend on the type of service being entered into. When the service term is over the money could used by the individual for college, to pay towards student loans, as a down payment or it could be converted into a retirement account.
