On November 6, 2012, Puerto Ricas were asked, "Do you agree that PR should continue to have its present form of territorial status?" With 1,864,186 voters participating, 54% voted to NO. This result combines the votes from supporters of all status options. The people of Puerto Rico have expressed their desired to discontinue the present way they are governed, and have withdrawn their consent to be governed under the present form of territorial status.
The President of the United States and Congress have the inescapable responsibility to enact legislation authorizing PR to form a new non-territorial government, granting PR its sovereignty. The US and PR need to start the negotiations, as partners and equals, of the transition to one of the three status recognized by the United Nation.
