To create federal laws that stop the police from one state ticketing out of state drivers for offenses they are not subject to in their home state. (ie- Vermont has no cell phone laws but New York does, since a Vt driver may not be aware of this law they should not be subject to a fine or penalty on a first offense. ) This petition seeks to create a law that will stipulate such first offenses to out of state drivers shall result in a written warning only, entered into a database as other summonses are and if a second violation occurs a summons will then be issued. This petition seeks to make this a federal law since these scenarios are happening in all 50 states. It is NOT the responsibility of a citizen of Arizona to be aware of the peculiar or "one off" laws of every other jurisdiction.
