in order to provide for domestic security and defend our right to life free of fear congress should enact and the president should sign legislation which will limit the sales to civilians of handguns or long guns to those which can not fire more than 1 shot every fifteen seconds for long guns (rifles or shotguns) and for handguns will have a maximum of 5 round capacity and require a minimum of 1 minute to reload. This will protect our right to keep and bear arms under the second amendment while also protecting our children's right to live in a safe environment.
The weapons described are the same technology that existed when the framers wrote the constitution and thus are what was meant by them when the wrote "the right of the people to keep and bear arms shall not be infringed".
