If one has enough money to be able to buy drugs, then they don't need public assistance of welfare. Upon application for welfare benefits of any type and prior to paying any benefit, one must pay for and pass a drug test. Those who pass would be reimbursed for the test, while those who fail would have to get clean and reapply. The point is to not spend tax dollars on drug abusers.
