Reform needs to be put into place to get rid of welfare system abuse.
A big first step would be to drug test every 3 months for welfare recipients.
There should also be laws put into place to require at least 2 job applications per week to be turned in to continuing receiving benefits.
Also, NO cash benefits for tobacco, alcohol, or anything besides basic items needed for survival (candy, colas, Toys, TVs, ETC...)
