Enact a "military necessity" clause into all DoD funding requests and approvals.

The Department of Defense, as well as a number of other U.S. Government Departments, have grown callus in their spending of U.S. Taxpayer funding, requiring constant battles in the political landscape to ensure funding levels are met, and driving our country into a $16 trillion debt. While it is understandable that all of these agencies were doing what they felt was right for their stakeholders, many recent expenditures noted by our representatives in Congress have shown us that the budgetary personnel in these organizations have lost touch with their basic mission. For the Department of Defense, for instance, there should not be an Air Force research project into the feather color of an extinct bird species, as it has no bearing on the ability of our Air Force to complete its' mission.
