Enact the National Budget Act of 2013

We the People of the United States mandate the following:

The President of the United States must submit a "signed" budget to the People of the United States on or before March 1st every year.

The United States Congress and Senate will submit and pass a budget on or before February 1st of each year and submit to the President of the United States for signature.

The People of the United States require a balanced budget by 2022.

The People of the United States require that each part of the budget will be funded, audited, balanced and not to exceed approved funding.

Any failure to submit an approved signed budget will result in no salaries paid to the President of the United States, Congress and Senate, until the budget is passed.
