Increased security at our public schools is necessary to help avert tragedies such as the recent one in Newtown, CT. The NRA's recommendation is armed guards. National gun licensing, similar to state vehicle licensing programs, could be implemented at the national level to fund public school security. Under this proposal, firearms would be titled and require an annual usage stamp. The program could be managed through existing state tag agencies with the revenue managed by existing homeland security. Titling of firearms would also help control "under the radar" sale and purchase of non-registered weapons.
