Create a National Health Care System with a centralized body setting standards/specifications/rules/guidelines for the countries to follow. The National Health Care System will provide the services and must follow bi-national guidelines to receive funding.
Coordinate the plan with cooperation from the Canadian Government so the level and quality of services are equitable and transferable from either country and eliminate regulations that prevent physicians/nurses from being able to practice in either country.
Create one governing/certifying body composed of unelected unbiased members with equal representation from the U.S & Canada that issues transferable physician/nursing certifications/licensing in both countries that allows/disallows physicians/nurses to practice in either country.
