Enact a new excise tax on the sale of all firearms and firearm ammunition for the purpose of funding mental health care.

Mental health care in the U.S. has long been stigmatized and neglected. However, 1 in 10 American families is dealing with at least one child with mental disorders. Unfortunately, comprehensive mental health treatment is out of the scope of most private insurance plans, is very expensive for all but "cadillac" policies, and is virtually unobtainable for the uninsured. All parents should have an affordable or free program available to them to help treat such disorders in children and young adults before they become a criminal matter. The purpose of the proposed tax is to create funding for programs designed to treat mental disorders in people who could perpetrate gun violence if left untreated. This program would help address gun violence without restricting our second amendment rights.
