The solution should be universal prevention. We should be charged a fee for each email like we are charged for mail we send in the stamp we affix to each envelope.
A government entity would monitor each mail server using the Internet and collect fees for each email sent which would be paid at a rate of one cent for every four emails that were sent. Considering the volume of email traffic sent between individual and mailings going across publicly used internet, the government corporation would be tollcollectors so the system would be able to pay for itself using this rate scheme or something similar.
