1) Congress has a duty to prepare a budget by October 1, each year.
2) In August, 2011, Congress, after several years of passing no budget, proposed a process for sequestration and tax increases to take place on January 1, 2013.
3) Congress and the president knew in August, 2011, that no such agreements would be reached and did not act in good faith in proposing said agreement.
Sitting members of Congress and the President did not act in good faith in placing the country in this precarious position and we the people are without adequate resource to affect a solution.
We petition the Government of the United States to impose a penalty of $10,000 per day for each day beyond January 1,2013, that sequestration or failure to pass or reject the extension of the Bush Era Tax Cuts.
