Demand that, until and unless an annual budget is passed by both houses of congress and signed by the president, and that implementation of said budget does not result in an annual, short- or long-term defecit, no member of the United States Senate or the United States House of Representatives shall:
1. receive or accumulate a salary, pension or other means of compensation and that said compensation accumulation shall be used to pay down the national debt
2. be deemed ineligible for increases in their salaries, pensions or other means of compensation until the next fiscal year
3. be to go on vacation, recess or work less than six days each week until said budget is passed by both houses of congress and the President of the United States
