This is an act that passes on hot issues such as abortion down to state governments which then pass it down to the people to decide their stance on the issue through a state wide popular vote. The issues and vote able stances are decided by first the federal and then the representative state governments. Here the State governments decide which of the federal passed on issues to pass on to the public.
Basically, this act will allow the people to decide the laws that govern their way of living on hot topics and major issues. A recycling vote can also be enacted such that the laws on these issues keep up with the times.
